運輸及房屋局向立法會提交的文件表示，政府建議豁免向汽車首次登記稅生效前，已訂購私家車的車主，徵收新稅率。
當局表示，已訂購新車的市民，在買車時並不知道政府建議增加首次登記稅，因此他們可獲豁免交新的稅項。
I think the letters refer to "car owner / 車主", for any trader who bought in vehicle for trading purpose is not likely to be regard as "Car Owner / 車主", unless the Govt. is under pressure to further expand this definition to include traders. |
