When need +20mm hub spacer converter to have sufficient strength to hold the different hub size, I don't think it is worth the effort

Nope, can't be done in this occasion with less than 20mm spacer, the reason as follows :
1. The wheel bore of the Mazda is 54mm
2. The hub bore of Fiat is 58mm.
3. The Spacer with the side attaching to the hub will need 58mm centre space, the spacer must be quite thick materials to clear the Fiat hub bore while left with sufficient remaining materials to maintain the strength of the outer lip of the 54mm to fit the Mazda wheel. Using 15mm thickness will not have sufficient material for the required strength.
