Raymond Sir, your Lancia error as follows :

1st byte = 0
2nd byte = 12
3rd byte = 0

2nd byte
12=1100 binary

2nd bit = Eprom error
3rd bit = EEprom error



I suspect you might have a poor connection somewhere, otherwise you can't start the engine at all.

Eprom is a checksum error only, otherwise you won't even be able to start the car.

EEprom error is a bit troublesome, may be the chip is dying or so.  However, the eeprom is used for storing errors and some adjustment parameters etc. You can carry on using it.
